Shared shell and mobile reporting hardening

The 0.9.7 release centralizes version and account context across the shared shell, restores the no-JavaScript Report path and prevents restored Safari/WebKit dialog state from trapping Home behind an unintended modal.

• Direct Review-to-Reference links, Commanders, advisories and selected configurations.

• Controlled compact names in Build and Review; Reference remains full-name authoritative.
• Mixed legal Squads with equivalent Transport load signatures can resolve exact capacity allocation.
• Existing recursive conventional Transport and Resistance hardening is preserved.
• Selectable upgrade/weapon chips retain their existing interaction model.
• This remains an unofficial, non-commercial beta; workflows and presentation may evolve during 0.9.x.
• Digital Battle Pack / Play now provides a compact sticky curtain, Battle Group rail, round controls and Tactical/Reference faces.
• Canonical faction and game-rule data remains the authoritative source for the Builder.

0.9.7 hardens the shared shell and reporting workflow while retaining the completed Symbol Language v2 architecture and frozen Type-C transport grammar.
